Thracia Charter

In the following document the following has the respective definitions: Game refers to Thracia LARP and the activities thus involved. Thracia LARP refers to the system and to the people who manage the system. Thracia refers directly to Thracia live-action role-play (Thracia LARP). Referees refers to any member of Thracia LARP that is also considered a game monitor as either a C&C referee or other referee. Member refers to the player bas that constitutes Thracia LARP.

THRACIA LARP CHARTER

The following guidelines and rules apply to members of Thracia LARP:

1.0 That I, as a player and participant of Thracia LARP am taking part to have fun for the enjoyment of others not just for myself. I understand that playing and managing safety, kit and equipment is the responsibility of all participants and that all participations within the game is voluntary.

1.1 That, I as a player expect a level of respect and should be expected to give that to others - I understand that I may be banned on the basis of discrimination such as:

1.1.1 Age
1.1.2 Gender and Sex
1.1.3 Nationality
1.1.4 Race
1.1.5 Ability
1.1.6 Psychology
1.1.7 Marital status
1.1.8 Political Affiliation

1.2 That I have the right to withdraw my participation from the game should I find myself in a situation with which I am not comfortable.

2.0 That I, as a player and participant of Thracia LARP also acknowledge that the game system is a combat based system and that injuries can occur.

2.1 That in such circumstances the injury, loss of function or loss of property is totally my own responsibility. I understand that Thracia LARP is not responsible for my well-being.

3.0 That I agree to have my details relevant to my safety and that of others recorded by Thracia LARP, which acknowledges the Data Protection Act (1998).

THRACIA LARP CODE OF CONDUCT

1.0 Identity

1.1 The name of the organisation is Thracia LARP.

1.1.1 ‘Thracia’ is an acceptable name when referring to Thracia LARP. Documents will all show the name ‘Thracia Live Action Role-play’.

2.0 Purpose

2.1 To provide members with the best LARP system they know, with interactions on many levels - from political to economic, from experimental magicks to varied plot.

2.1.1 To provide the best events the referees know how
2.1.2 Thracia LARP is a non-profit organisation. No money shall be retained for purposes of profit.

3.0 Membership

3.1 Membership of Thracia is gained by attending any game. Games will be based around plot-driven events, held at least three times a year.

3.1.1 Membership lasts one year
3.1.2 Membership will need renewing by attending a game.

3.2 Meetings concerning the Club may only be attended by members
3.3 A record of attendance will be kept in a register book or database at each Thracia LARP meeting

3.3.1 A record of money collected and money owed will be kept alongside a bank account

3.4 Members must be at least 16 years of age.

4.0 Assets

4.1 The assets of Thracia LARP belong to the Thracia LARP. Members’ equipment belongs to themselves.
4.2 If Thracia ever closes the assets will be distributed in a fair manner.

5.0 Referees

5.1 Decisions involving expenditure for the benefit of Thracia LARP will need approval of Command and Control.
5.2 At each meeting the players will be informed of their referees and changes to any positions and titles held.

5.2.1 Referees will be fall into four categories known as: Command and Control (hereby referred to as ‘C&C’), Out of Character (hereby referred to as ‘OOC’), In-Character (hereby referred to as ‘IC’), and Monster.

5.2.1.1 C&C is responsible for the management and organisation of the game. They are responsible for its running and implementation.
5.2.1.2 The Treasury will manage the finances and is not a referee position, though it will be part of the C&C structure
5.2.1.2.1 The copyright owner’s decision regarding game rules is final.

5.2.1.2.2 The copyright owner’s vote counts twice in stalemates between C&C referees

5.2.1.3 OOC referees are responsible for the player’s interaction with the game and is their point of contact with the game system OOC referees are responsible for feedback from players into the game, and for AGM meetings with their players

5.2.1.3.1 OOC referees are responsible to Monster referees

5.2.1.4 IC referees are responsible for player plot and player based refereeing such as: hit points recording; activating or deactivating player’s abilities; telling characters of players what they experience within the game system as the game is played

5.2.1.4.1 IC referees are responsible to OOC referees

5.2.1.5 Monster referees are responsible for general plot and monster based refereeing such as: hit points recording; activating or deactivating monster abilities; telling monsters what they experience within the game system as the game is played

5.2.1.4.1 Monster referees are responsible to IC referees

5.2.1.6 All Referees are also responsible to C&C. C&C are responsible to other C&C referees.

5.3 Referees must have attended at least one event held during the past 12 months to be eligible for referee positions. OOC referees for each district must attempt to attend the districts AGM.
5.4 An AGM cannot be held without an OOC referee present.

6.0 Finances

6.1 Thracia LARP funds will be administered through a bank or building society account which is designed for this purpose.
6.2 There will be two signatories to the club bank account: the copyright owner and the lead Treasurer. Any two signatories may sign cheques and make withdrawals on behalf of the system.

6.2.1 Only the copyright owner and the lead Treasurer may approve expenditure in excess of £300
6.2.2 For every £100, or part thereof, the system shall put aside a £30 emergency fund.

6.3 The Treasury will keep a record of transactions on the system funds showing all credits, debits and the current balance. The record will be available for inspection by any player.
6.4 A receipt will be obtained for all system expenditure, checked by the lead Treasurer and retained for audit purposes.
6.5 The system year will run from each Drawn Conclusion event to the next. At the end of the year at least one other referee will aid the lead Treasurer check the records, which will itself be recorded and signed for.

7.0 Voting and Decisions; the AGM

7.1 Decisions regarding the game, including amendment of the rules, will be made by majority vote of referees.
7.2 The referees will keep a record of decisions taken at AGMs. The record will be available for inspection by any Member.
7.3 Only current players (not visitors) may vote in AGMs.
7.4 There will be an Annual Game Meeting to discuss the general direction of the game and to review the past year, each year, usually after Drawn Conclusions of each year.

7.4.1 At AGMs players may give feedback and raise concerns and issues with the game. They may vote on game direction and changes to game development.

8.0 Standards of Conduct

8.1 Members and visiting non-members will at all times adhere to the following standards of behaviour:
8.2 There will be no verbal or physical abuse of any other member or visiting non-member.
8.3 There will be no discrimination of any kind by any member or visiting non-member towards any other person at events. This includes but is not limited to discrimination on grounds of:

8.3.1 Class;
8.3.2 Ethnic origin, nationality (or statelessness), or race;
8.3.3 Gender or sexual values;
8.3.4 Age;
8.3.5 Marital or sexual status;
8.3.6 Mental or physical ability;
8.3.7 Political or religious belief.

8.4 Discrimination will include (but is not limited to): ostracising, bullying, unfair displacement of interests, favouritism.
8.5 It is the responsibility of all persons to ensure that:

8.5.1 They do not endanger the health and safety of themselves or others;
8.5.2 They observe the rules established for the safety of those involved in system activities. These are defined as required by C&C.

8.6 Any disagreements between players in the system must be referred to an OOC referee.

8.6.1 If the referee is unable to resolve the disagreement, or if personally involved in it, the matter must be referred to C&C.
8.6.2 The following procedures are to be used only if informal efforts to resolve disagreements have been made and failed.
8.6.3 Disagreements between any of the following must be referred to an OOC referee:

8.6.3.1 Two or more players or two or more non-members

8.6.4. Disagreements between referees and players must be referred to C&C
8.6.4 All the parties to the disagreement must be given reasonable opportunity to state their case before decisions made by C&C.

9.0 Suspension of players

9.1 Suspension of players ensures that no situation in the system arises which could cause further concern and that no player is placed in a position which could cause further compromise. Such action may be necessary in the following cases:

9.1.1 When an allegation is made that a player has committed a serious criminal offence. In this case the player must be suspended until police inquiries and any legal proceedings have been concluded.
9.1.2 When a disagreement between adults cannot be resolved quickly. In this case the suspension is to be for a period of not more than 90 days in the first instance. Suspension for further periods of not more than 90 days may follow.
9.1.3 When the action of an individual could seriously harm the reputation of the system.
9.1.4 If the said player(s) serious break one or more Standards of Conduct as outlined in Section 8.0.

9.2 In every case membership may be suspended only by the appropriate authority with approval from the other appropriate authority as defined in the following table:

9.3 The suspended member must not participate in any activity connected with the system and must not wear uniform or badges.
9.4 Any position held will be regarded as vacant.
9.5 Suspension in the case of disagreement must be followed as soon as possible by conciliation and such further steps as are necessary.
9.6 When a person's membership is suspended or the nature of the suspension changes, the referees need to be informed.
9.7 A player who is dismissed has the right of appeal (with the aid of a 'friend' if so desired) to OOC referees
9.8 If so requested by the person dismissed, the referee asked for appeal may elect to have a meeting with C&C to hear the appeal
9.9 Reasonable opportunity must be given for the dismissed person to attend the meeting to state a case against dismissal.
9.10 Following any incident of a suspension of membership to an individual censure will not be lifted without the agreement of C&C.
9.11 Records of all suspension and disciplinary actions must be maintained by Thracia LARP and be available for examination by the police authorities should they be required.
